Enhancing Organizational Efficiency Through Blended Learning: A Case Study of the Development Lending Sector Instructional Manual Training

Abstract

This study examines the efficacy of a blended learning approach in enhancing organizational efficiency within the Development Lending Sector (DLS) of the Development Bank of the Philippines (DBP). Focusing on the implementation of the DLS Instructional Manual on Administrative and HR-related Matters, the research analyzes the training program's design, delivery, and outcomes. Utilizing Kirkpatrick's Evaluation Model (Levels 1 and 2), the study assesses participant reactions and learning outcomes, identifying a 47% improvement in knowledge retention from pre- to post-tests. The training addressed critical administrative and HR processes, including recruitment, procurement, and travel-related documentation, aiming to standardize procedures and reduce audit exceptions. Findings indicate that the blended learning model, combining asynchronous and synchronous sessions, effectively improved participants' understanding and application of standardized processes. Recommendations include revising specific manual chapters and enhancing coordination with regional units to further streamline operations.
