The Role of Online Media in the Public’s Agenda Setting on the Crisis Situation. Case on Floods, Jakarta 2013

Abstract

For some scholars the old theories of media effect are no longer relevant to use in analyzing the effect of new media. One of the theories is the agenda setting. Based on this theory, the media have high power to set the public agenda. What important for the media is important also for the public. Recently indicated by (1) the improving of media literacy on public, (2) high media competition, and (3) internet-based media . These are the factors result on the decreasing of media power on public. Public have their own agenda because of the ability to select and interpret media content. However, if associated with a crisis situation characterized by an abnormal situation which threatens human existence, the effect of media becomes to be highly powerful and determined. In this situation, media have power to control the direction and flow of crisis communication. This article describes the media agenda, in this case of two online media , and the public agenda-related public response given to the news media-in the case of the floods in Jakarta, capital city of Indonesia. It is based on the research which has purpose to test the relevance of the agenda setting theory in the new condition. By framing analysis, researcher analyzes news to identify the media agenda, and the comments posted after the news to identify public agenda. The expected finding is media re-gain his power to set the public agenda. Unfortunately, the media more emphasize on the crisis itself, the suffering of the victims, and the statements of the government/political actors than the recovery and future preparation efforts. And so does the public agenda. It means the agenda setting theory is still relevant to use to understand the effect online media on the critical public in a crisis situation.
