Abstract
As the international security environment becomes more severe, teachers in secondary education demand more educational support from external human resources as instructors. However, in reality, external human resources with careers in the security area as instructors are not ideally utilized, because of differences in perceptions of security between teachers and instructors. Some literatures indicate that barriers to teachers' approaching and communicating with external human resources are major factors in these issues. On the other hand, issues concerning external human resources have not been investigated because it strongly depends on the characteristics of practical knowledge and the expertise of the instructors. The objective of this research is to find out the challenges that are faced by external human resources by conducting a survey specifically in the security area. In addition to previous research on teachers’ approaches, this research on external human resources’ approaches to teachers is also important for finding out the ideal relationship between teachers and external human resources. The purpose of this study is to reveal the issues and factors when external human resources with careers in the security area provide educational support in secondary education as instructors. In this study, we conducted semi-structured interviews with five external human resources with careers in the security area. The results indicate that the following major issues hinder the collaborative relationship: conflict in mutual understanding in security education and peace education, and lack of recognition about educational roles of external human resources with careers in the security area as dialogue partners.
