Abstract
This study examines the social and economic challenges faced by people living with HIV/AIDS (PLWHA) in Kendari City and evaluates the effectiveness of a community-based economic empowerment program. The research aims to assess how such programs can reduce stigma and improve economic independence. A qualitative methodology was employed, involving in-depth interviews, field observations, and document analysis with 23 participants, PLWHA, a local NGO, governments as program implementers, local religious and community leaders. Data analysis was conducted using NVivo, applying open coding, thematic categorization, and triangulation to ensure validity. The findings highlight that the empowerment program significantly improved participants' income and reduced social stigma, particularly through collaboration with religious leaders. However, challenges such as limited capital, lack of digital skills, and insufficient infrastructure remain. The study concludes that community-based approaches, combined with local values and cross-sector collaboration, can effectively empower PLWHA and reduce stigma, offering a replicable model for similar regions.
