Building Global Citizenship Through Language: The Role of Algerian EFL Communities in Shaping Social Justice, Cultural Exchange, and Educational Equity

Abstract

In an era of intensified globalization and interconnected social challenges, the role of language education in fostering global citizenship has become a critical area of inquiry. This paper explores how Algerian English as a Foreign Language (EFL) communities function as transformative sites for the development of global citizenship values, with a particular focus on social justice, cultural exchange, and educational equity. Situated within a postcolonial, multilingual context traditionally dominated by Arabic and French, English in Algeria is increasingly positioned as a strategic, neutral tool for global engagement. Through a qualitative study involving 36 students and 8 instructors across Algerian higher education institutions, this research examines how EFL pedagogies informed by critical pedagogy, intercultural competence, and sociocultural learning theories can empower learners. Findings reveal that EFL classrooms and extracurricular communities serve as vital spaces for developing critical awareness of social inequalities, facilitating empathetic intercultural dialogue, and cultivating civic agency. Students leverage English as a medium to connect with global networks, advocate for local issues, and negotiate complex identities. However, these promising developments are tempered by significant structural challenges, including resource disparities, rigid curricula, and societal skepticism. The paper concludes that Algerian EFL communities hold significant potential for incubating informed, engaged global citizens. It argues for a deliberate pedagogical shift towards community-focused, justice-oriented curricula, enhanced support for learner-driven initiatives, and sustained institutional and professional development to fully realize this transformative potential within the Algerian educational landscape and beyond.
